		<description>It is called Nepotism and is as old as .... well it even runs in Chimps, wolves, and all social animals, even eagle nesting sites are passed down through families. That doesn&#039;t make it a good thing, but it does make it hard to buck, especially against Conservative ideology.

If Dynasties are strong not much changes, Children of actors become actors, writers parent writers, bureaucrats parent bureaucrats, farmers beget farmers, carpenters beget carpenters, beggars beget beggars. And progress grinds to a halt, sometimes for thousands of years. 

It is only when change arrives by merit and inspiration, that people can make themselves what they were never born to, that that flash of growth occurs. That was the primary reason for progressive taxation, and inheritance taxes, to retard that sort of thing, but free universal education. anti-nepotism laws (at least in Government, if not elsewhere)should be a minimum, as well as what ever cultural forces as can be gathered to discourage such deeply seated prejudices, is what will keep a society able to change with circumstances.</description>
