		<description>Torture is a felony punishable by 20 years and the death penalty if the victim dies.  When will the laws be enforced?

If a common citizen grabbed one of the elites and tortured them, they would swiftly be punished.  It doesn&#039;t seem to work the other way, in this sham of a democracy.</description>
