		<description>Emergencies happen, so having the ability to fund emergency response makes sense.  But a) not everything is an emergency, and b) Congress should limit itself (I can hear the laughter already) to just the emergency at hand rather than using it as political football.

Supplemental spending bills, omnibus appropriations bills, and adding totally unrelated amendments to legislation are three of my biggest pet peeves with Congress.</description>
