Emergencies happen, so having the ability to fund emergency response makes sense. But a) not everything is an emergency, and b) Congress should limit itself (I can hear the laughter already) to just the emergency at hand rather than using it as political football.

Supplemental spending bills, omnibus appropriations bills, and adding totally unrelated amendments to legislation are three of my biggest pet peeves with Congress.

Amen, Brian. September is the end of the fiscal year though…if i’m not mistaken. I don’t like the supplemental appropriation for the wars or using them for everything else under the sun because nobody will be caught dead voting “no” on more money for war.

I’ve got a few thoughts on the cash-for-clunkers add on, but i should make that a post.

But Brian, you miss the point here. They attach those worthy spending authorizations to the war funding bill precisely BECAUSE a certain percentage of Washington idiots don’t want to be on record as anti-pandemic preparation, anti-environment, etc. We’re all familiar with the campaign lies–”S/he voted AGAINST funding to prepare for the swine flu pandemic 27 times!!!” The game is designed for the vast majority of voters who only pay attention to the sound bytes!
